Safeguard A

That actions complement or are consistent with the objectives of national forest programmes and relevant international conventions and agreements

Safeguard A, in the context of Viet Nam, means that the specific REDD+ policies and measures (PaMs) set out in the National REDD+ Programme and in subnational or provincial level REDD+ action plans and forest protection and development plans are expected to be consistent with or complement the objectives of Viet Nam’s key national forest programmes and their guiding principles (which include rational use of natural resources), as required by the Constitution, as well as the objectives of relevant international conventions and agreements.

In Viet Nam, the actions referred to under Safeguard A are defined as the specific PaMs taken by the Government of Viet Nam during the implementation of the overall REDD+ activities, consistent with UNFCCC Decision 1/CP.16 paragraph 70. Priority PaMs for the country as a whole are defined in the revised National REDD+ Programme (NRAP) approved in 2017[1]. Priority PaMs for specific provinces and subnational programmes are defined in Provincial REDD+ Action Plans (PRAPs) and similar action plans.

Principle 1.2 of the NRAP specifically states that the ‘’REDD+ Programme is designed in compliance with policies and laws of Vietnam, and consistent with international treaties and agreements that Vietnam has participated or signed’’.
